The Office is responsible for advising the Director of the United States Patent and Trademark Office on matters relating to the enrollment of persons to practice before the United States Patent and Trademark Office in patent cases, and to the investigation and prosecution of unethical conduct by attorneys and agents recognized to practice before the United States Patent and Trademark Office; reviewing the technical and scientific qualifications of candidates seeking registration to practice in patent matters before the United States Patent and Trademark Office, as well as administering and overseeing the Law School Clinic Certification Program, Patent Pro Bono Program, and outreach efforts.nAs a Paralegal Specialist, you will perform a wide variety of time-critical, substantive legal and litigation support work, including the following:nnAssisting attorneys in preparation for disposition determinations under 37 CFR 11.22(h) by fact checking citations to the record and by performing extensive and thorough research into legal decisions, opinions and legislative history in the highly specialized and substantive areas of intellectual property law and ethics.nResearching databases to include Westlaw, PACER, Patent Application Locating and Monitoring (PALM), Trademark Image Capture and Retrieval System (TICRS), and other USPTO’s electronic databases.nReviewing and evaluating documents and requests from court and related administrative entities (Federal and State law enforcement agencies, State Bars, and other parties) pertaining to matters arising under 37 CFR § § 11.24, 11.25, and 11.29 and for OED information under the Freedom of Information Act and the Privacy Act for sensitive information in the possession of OED or USPTO regarding attorneys and registered patent agent.nProofreading and editing OED papers to ensure proper form, continuity of text and effectiveness of positions of the attorneys, and accurate code and case law citations.nMaintaining an action monitoring system for all pending disciplinary investigations and actions to schedule OED action and ensure deadlines are met.nAssembling and preparing statistics on all pending disciplinary and enrollment actions and investigations for inclusion with reports to the Director.nEntering and ensuring accuracy of information added to the Office of Enrollment and Discipline Information System (OEDIS).n,qualifications:You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.nCandidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.nSpecialized experience for this position includes the following:nExperience providing litigation support to attorneys on federal district or federal appellate court cases involving intellectual property (patent and/or trademark) or other federal law and regulations through legal analysis and research using computerized reference sources.nANDnExperience preparing and cite-checking legal documents, responding to legal inquiries, and managing case files by analyzing and categorizing legal documents to meet docket deadlines in accordance with federal court or federal administrative tribunals statutes and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
