State Fiscal Policy

The state fiscal policy project helps states advance sound, data-driven policies and practices that build fiscally well-managed states.

The project: 1) conducts independent and nonpartisan research that documents states' fiscal and economic challenges and opportunities to address them; 2) provides targeted technical assistance that helps state and local policymakers design and execute policies that improve their governments' long-term fiscal health; 3) designs and promotes fiscal management models and tools that help state and local government officials evaluate policy options; and 4) supports networks and seminars that engage and educate key stakeholders.

Government Performance Portfolio within Program

Pew's government performance work identifies and advances effective approaches to help solve complex challenges at all levels of government in the United States.

The portfolio's work can be traced back to our founders' early efforts to improve the lives of Americans by supporting efforts that promoted health, civic engagement, and democratic ideals. Today, we conduct research on emerging topics, develop data-driven reports, and highlight innovative, non-partisan approaches in addressing complex problems at the federal, state, and local levels as well as the interplay that can occur between jurisdictions. Current initiatives focus on health, fiscal and economic policy, and safety and justice, and take into account significant trends such as evolving technologies, and the increasing racial and ethnic diversity in the United States population.

Our teams explore and advance effective, evidence-based policies using credible, timely, and accessible research, assessing public support for change, identifying approaches that have proved successful elsewhere, and bringing together diverse perspectives to find common ground. We work in collaboration with organizations that share our commitment to rigorous research, measurable results, and public service, and we focus on developing durable policy change. In addition, our teams use strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public.

Position Overview

As part of a team, the senior as sociate contribute s to all aspects of Fiscal 50 , an online research outlet that offers regularly updated, 50-state data and written analyses on states' long-term fiscal challenges , as well as help develop new research into state fiscal management practices . Reporting to the manager, Fiscal 50, the senior associate produce s insightful data analysis and written content, ranging from tweets to presentations ; conceive s and help s develop additional 50-state comparative measures ; conceive s and independently create s additional analytical content ; create s and centrally manage s production of factsheets and presentation materials ; and help s execute the project's communications and outreach strategy.

Located in Pew's Washington D.C. office, this position is eligible for up to 60% telework.

Position Responsibilities

Research and write insightful content about states' fiscal conditions and challenges, drawing on a deep understanding of recent budget and policy trends, a wide range of quantitative and qualitative data sources, and interviews with policymakers, state officials, and other experts.

Work independently and with other researchers to produce a range of relevant content that informs policymakers, the media, and other stakeholders and draws connections across Pew's research on promising fiscal management practices for states.

Contribute to the project's communications and outreach efforts by developing effective presentations of research findings for internal and external audiences, including presenting independently, providing research and talking points for use in media interviews by senior staff, and producing social media content and other means to present research findings to key audiences.

Oversee the regular update of factsheets and presentation materials, taking central responsibility for ensuring up-to-date content, fact-checking for accuracy, and meeting deadlines.

Cultivate and maintain a broad knowledge of state-relevant fiscal and economic research, current trends, and news developments. Participate in conferences, seminars, and other professional development activities to keep current in areas of focus and be prepared to draw connections that inspire or inform Pew research.

Analyze and help visualize 50-state economic, fiscal, and demographic data.

Maintain a constant commitment to accuracy in all work. Review and fact-check project materials produced by other staff or contractors.

Work collaboratively within the state fiscal policy project, the government performance portfolio, and across the institution to advance institutional priorities.

Foster a work environment that is inclusive, equitable, diverse, and in line with Pew and the project's related goals.

Qualifications

Bachelor's degree or equivalent experience required.

Four years of applicable experience. Previous experience working as a journalist, with state or local governments, or in an executive budget or legislative analyst office setting is desirable.

Excellent written and oral communications skills. Demonstrated aptitude to produce clear, analytical narratives accessible to a range of audiences.

Demonstrated skills in researching and analyzing public policy issues, including synthesizing and summarizing large amounts of information and an aptitude to focus quickly on the essence of an issue.

Interest in and understanding of public policy and state budgets is desirable. Strong analytical and quantitative skills and familiarity with state fiscal and economic data is preferred.

Ability to think strategically, critically, and creatively; juggle multiple priorities; adjust to changing circumstances; organize time efficiently; remain attentive to details; and identify resources for projects.

Working effectively with colleagues and individually to meet goals.

Acute political awareness and willingness to adhere to a nonpartisan perspective and approach.

Travel

This position requires occasional travel to meetings and conferences.
