Main Purpose of Job The main purpose of this position is to protect the water resources of the State of Maryland from the adverse impacts of soil erosion, sediment disposition, and increased stormwater runoff resulting from construction activity undertaken by State and federal agencies. The incumbent in the position will perform a\u00a0series of regulatory activities including technical review of erosion and sediment control and stormwater management plans, submitted to the Maryland Department of the Environment (MDE), Water and Science\u00a0Administration (WSA), by State and federal agencies. In addition,\u00a0duties include: overseeing, reviewing, directing, and approving the work of \u201cStaff Plan Reviewers\u201d and \u201cExpedited Consultant Reviewers\u201d; assisting in research on specific erosion\/sediment control and stormwater management techniques; developing erosion\/sediment control and stormwater management design and construction standards; conducting education and training seminars for State and federal governments and the development community; and providing technical assistance to State and federal agencies as well as local governments\u2019 stormwater management programs. The incumbent of this position will be responsible for certain projects that require site visits to verify conditions that may involve heavy dust, extreme weather (temperature, precipitation), or noise. In addition, site visits associated with plan review often requires special physical demands of operating and handling of heavy construction equipment weighing 50 to 70 pounds, climbing down ladders, and transverse broken ground and steep grades and pass through heavy vegetation. The incumbent of this position may also be exposed to dangerous conditions when conducting site visits in areas with deep and fast flowing streams, insects, arachnids, or poisonous plants. MINIMUM QUALIFICATIONS Education: Bachelor's degree in engineering or architecture from an accredited college or university. Experience: Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering\/architectural standards, practices, principles and methods. Notes: 1. A Bachelor\u2019s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas may be substituted for the engineering degree. 2. A Master\u2019s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience. 3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the educational requirement and one year of experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education. DESIRED OR PREFERRED QUALIFICATIONS \u00a0It is preferred that the selected candidate has the following: Experience designing storm drains, stormwater management systems, or sediment control plans; Experience reviewing storm drains, stormwater management systems, or sediment control plans; Experience performing hydrologic and hydraulic modeling using TR-55\/TR-20, HY-8, HydroCAD, and HEC II\/HEC-RAS software; \u00a0Experience designing or reviewing small ponds or earthen dams; Experience in site development, project management, construction management, or site inspections; Leadership experience; Experience instructing junior or entry level engineers and planners; Experience providing outreach to designers and applicants, leading meetings, and making informed decisions; Experience in technical writing and developing policies and design criteria, especially as related to stormwater and sediment control. It is also preferred that the selected candidate has:\u00a0 A Bachelor's degree in Civil, Geotechnical, or Environmental Engineering; Be a licensed professional engineer in the State of Maryland or in a State with comparable requirements; Responsible Personnel Certification. LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. SPECIAL REQUIREMENTS Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager. Education credentials and experience verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences. BARGAINING UNIT STATUS The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
