Overall Job Objective Job Description The Department of Administration, Division of Administrative Services is now hiring for aBudget Analyst I/II in Juneau.Are you an analytical and creative problem solver?Do you want to learn how the State's budget works?Do you consider yourself a people person that enjoys helping others?Do you know the difference between there, their, and they're?Are you interested in a position with a strong career path? If so, we have a job for you! This position may be filled at the I or II level depending on qualifications. We are looking for someone with an active mind looking to tackle big challenges.   Do you want to: Coordinate, verify, and analyze operating and capital budget requests and submissions?Conduct research and analyses of budget issues and historical expenditures?Prepare budget reports and presentations?Manage reporting of performance measure targets and data?Assure adherence to OMB budget instructions and guidance?Review and process position changes, revised programs, and budget amendments? Do you have knowledge of: Operating and capital budgeting principles?Organizational/agency operation?Legislative process? Do you have the skills & abilities to:Communicate and collaborate with many stakeholders?Solve complex problems creatively using sound reasoning?Use spreadsheets and databases to collect and analyze financial and program data?Compose and edit letters and memos that are convincing and compelling?Analyze and implement state statutes, regulations, policies, and procedures?Meet challenging deadlines while juggling changing priorities?Efficiently manage your workload and that of others? In your cover letter, please detail how your knowledge, skills, and abilities have prepared you to excel in this position, using specific references to your previous education and work experience and addressing the desired strengths listed below. If you do not have experience demonstrating these skills, simply say so. Desired Strengths:Excellent oral and written communication skills and the ability to communicate technical concepts to non-technical staff, including the ability to teach and mentor those who do not have extensive knowledge and experience in budget, accounting and finance;Experience preparing reports for senior management that are intuitive, concise, and well formatted, using Excel, Word, or comparable software;Experience with an automated governmental budgeting system, finance systems, or other automated finance and accounting systems;Knowledge of and experience with the budget and legislative process;Experience with and knowledge of accounting principles;Demonstrated analytical ability with the experience and knowledge to construct a detailed analysis;Demonstrated proofreading and editing skills for both written narratives and detailed analytical spreadsheets;A self-starter who takes initiative to independently identify and prioritize work products, seek out resources needed to complete the work, and complete the project on-time;History of successful collaboration with others to produce quality work under tight deadlines; and,Willingness to take on other duties as assigned. The Division of Administrative Services is a dynamic organization committed to the success of the department and its divisions. At the Budget Analyst II level, this position is not eligible for overtime.  Minimum Qualifications Two years of technical level experience in accounting, budget, finance, or similar field. This includes, but is not limited to, such work as Accounting Technician I and II, Administrative Assistant I and II, Statistical Technician I and II, or Human Resource Technician I and II with the State of Alaska, or the equivalent elsewhere. SubstitutionA bachelor's degree from an accredited college in accounting, finance, business administration, economics, statistics, or a closely related field will substitute for the required experience. Qualified applicants are encouraged to apply.FLEXIBLY STAFFED This position is flexibly staffed.  This vacancy may be filled at either the Budget Analyst I or Budget Analyst II level, depending on the applicant's training and/or experience.  The full range of salaries is listed above.  Starting salary will be determined by the level the position is hired at.
