United States Agency for International Development/Bureau for Global Health/Office of HIV/AIDS/Systems and Program Sustainability Division (USAID/GH/OHA/SPS)

Sustainability and Transition Advisor

INTRODUCTION

The Sustainability and Transition Advisor will provide programmatic and technical support to headquarters and field staff in order to advance sustainability and transition planning, programming, and analytics. The Advisor will suppo­rt key components of PEPFAR and USAID sustainability priorities, advancing use of data for effective sustainability program development and demonstrating the impact of systems and sustainability investments. Key technical emphases include donor transition readiness assessments, planning, and monitoring; civil society organization sustainability; policy and governance strengthening; and sustaining quality and equitable access to HIV service delivery with a focus on using data to inform programming.

S/he will be assigned to the Bureau for Global Health, Office of HIV/AIDS, Systems and Program Sustainability Division (SPS), and receive day-to-day programmatic and technical guidance from the Capacity Building and Partnership Branch Chief, who will serve as his/her USAID point of contact. The Systems and Program Sustainability Division (GH/OHA/SPS) provides technical leadership and strategic direction on issues related to systems strengthening, financing, health workforce, sustainability, total market approaches, and public-private partnerships for HIV/AIDS programs. SPS consists of three branches –the Health Finance and Economics Branch, the Health Workforce Branch, and the Capacity Building and Partnerships Branch.

The Capacity Building and Partnership (CBP) Branch focuses on strengthening the overall sustainability of HIV programs with specific focus also on sustainability assessments and planning, civil society organization sustainability, public-private partnerships, private sector engagement, and market based approaches. The CBP Branch provides technical assistance to the field and headquarters and coordinates regularly within USAID, Office of the Global AIDS Coordinator (OGAC), other USG agencies, and supports USAID Missions and USG field teams in their efforts related to sustainable programming.

BACKGROUND: Office of HIV/AIDS

The United States Government (USG) has made the fight against HIV and AIDS a top priority, not only for humanitarian reasons, but because the HIV & AIDS crisis threatens the prosperity, stability and development of nations around the world. The US President’s Emergency Plan for AIDS Relief (PEPFAR) is a USG global initiative to control the HIV & AIDS pandemic. It is the largest commitment by any nation to combat a single disease. Over the past decade, the US government has committed more than $52 billion to bilateral HIV and AIDS programs, the Global Fund to Fight HIV & AIDS, Tuberculosis and Malaria, and bilateral tuberculosis programs. To achieve an AIDS-free generation, PEPFAR works closely with a variety of stakeholders including partner countries, multilateral organizations, civil society, people living with and affected by HIV, the faith community, and the public and private sectors. USAID has been, and continues to be, at the forefront of the USG response in the fight against the HIV and AIDS pandemic since inception of its international HIV & AIDS program in 1986.

With a focus on transparency, accountability, and impact, PEPFAR is actively working with partners to control the HIV and AIDS pandemic to help achieve an AIDS-free generation. PEPFAR is committed to supporting activities that are grounded in science and critical to saving lives and preventing new HIV infections. PEPFAR’s core programming is to achieve the UNAIDS 90-90-90 goals for HIV by 2020, with additional focus on overall health systems, including health finance; human resources for health (HRH); commodity procurement and supply chain systems; policy and governance, and laboratory systems to support meeting those goals.

PEPFAR recognizes that donor resources alone cannot meet the needs of the 35 million people that will be living with HIV in 2020. With donor funding flat-lined and decreasing in many regions, countries are increasingly taking the lead in managing, implementing, and financing their national HIV responses. While PEPFAR still works to increase the numbers of people on treatment, health systems strengthening (HSS) is a key strategy to secure the sustainability of past and future achievements. PEPFAR provides an opportunity to strengthen health systems, as the USG’s and its partners’ efforts to combat HIV and AIDS transition from an initial emergency approach to a more long-term sustainable approach. USAID’s systems and sustainability programs provide support to ensure that developing country health systems are effective, efficient, and equitable in the long term. To prepare countries for this transition of funding and management from donors to local stakeholders, assessments, data analytics, sustainability planning, and monitoring of activities need to happen that target the specific needs of a national and sub-national health system. Countries must have sufficient time to strengthen capacity of all stakeholders (government, private sector, civil society) to take on full responsibility for the HIV response. This kind of planning requires joint donor coordination, as well as stakeholder engagement at all levels. Depending on the country specific context, the focus and needs differ greatly for countries with concentrated HIV epidemics vs generalized HIV epidemics or lower income countries vs middle income countries. Tailored approaches are needed.

Responsibilities The Sustainability and Transition Advisor will be responsible for:

Providing technical assistance to USAID Missions and PEPFAR country teams in advancing sustainability and transition readiness (including civil society sustainability), development of sustainability plans, implementation of sustainability-related activities, programming, and monitoring for sustained HIV service delivery.

Providing technical assistance to USAID Missions and PEPFAR country teams in building capacity to conduct sustainability and transition assessments, develop sustainability-related activities, and apply sustainability analytics to information PEPFAR programming.

Monitoring implementation of implementing partner sustainability activities, and supporting USAID activity managers on specific activities as assigned.

Designing and implementing analyses utilizing PEPFAR and non-PEPFAR sustainability data to support and inform development of OHA activities and USAID Mission activities.

Creating and maintaining updated sustainability datasets, conducting analyses, and developing data visualization platforms for use by the USAID field and HQ, and other USG agencies as required.

Providing technical guidance on development and use of metrics to track and assess impact of sustainability and systems programming.

Liaising with colleagues across the USAID/Office of HIV/AIDS, USAID Bureau for Global Health, other USAID Bureaus and offices, PEPFAR agencies, and other multilateral donors and stakeholders to advance sustainability-related programming and sustainability data.

Participating as a member of the PEPFAR Epidemic Control Teams / interagency groups and coordinating with other PEPFAR technical groups to provide technical input related to sustainability and transition planning and related data analysis.

Supporting the annual development of the OHA PEPFAR Headquarters Operational Plan (HOP), including for funding and activity design for sustainability and transition activities.

Supporting the annual PEPFAR Country Operational Plan (COP) technical review process for sustainability activities.

Supporting the preparation and delivery of presentations and other materials for colleagues within the Bureau for Global Health and Offices, OGAC, and other PEPFAR implementing agencies.

Participating and presenting in technical meetings, seminars and conferences for sustainability as needed.

International travel approximately 30%.

Qualifications The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum 3-5 years’ experience in the assessment, design and implementation of interventions related to health systems with at least 3-5 years’ experience in an international or resource-challenged setting, preferably with 2-3 years of experience in planning for or implementing sustainability and transition related health activities.

Master’s degree in public health, public policy, health management/administration, or other relevant field.

Minimum 5-7 years professional experience.

Experience in an HIV/AIDS programmatic context highly preferred.

Demonstrated understanding and ability to apply accepted tools, techniques and frameworks for conducting data analytics for sustainability and HIV service delivery.

Knowledge and experience in conducting health systems related assessments and/or quantitative and qualitative research methods as related to data collection instruments, data collection, analysis and interpretation.

High degree of familiarity using MS-Excel and data analytical models and visualization tools.

Ability to travel internationally.

US Citizenship or Permanent Residency required.

LANGUAGE SKILLS

Must have excellent writing skills in English.

Oral and written communications skills and the ability to read, analyze, interpret and summarize financial reports and data reports.

Ability to present information effectively and respond to questions from managers, customers, and the State Department.

REASONING ABILITY

Demonstrated judgment, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.

Demonstrated experience in developing positive working relationships with a wide range of USG and development partners, including multilateral and bilateral donors as well as private sector.

Demonstrated ability to grasp knowledge of internal processes within the US Government and other health sector development partners (e.g., thematic priorities, decision-making mechanisms, and preferred funding channels).

Excellent interpersonal, communication and writing skills and the ability to work with diverse teams and stakeholders.

Strong teamwork, multi-stakeholder collaboration and management skills.
