Position summary: The Proposal Developer is an experienced professional within the TWOG (Transportation, Water, Oil, Gas) industry focused on creating effective project proposals and project cost estimates. As a key member of the Proposal Development team, this individual delivers high quality competitive proposals and on-time submittals with accurate cost estimates that facilitate the successful sale and execution of projects. The Proposal Developer will also have the opportunity to participate with the development of processes, technologies and tools to efficiently and effectively produce winning proposals. Essential job duties and responsibilities: Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending proposal kickoff meetings. Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval. Gathers proposal information by identifying sources of information; coordinating submissions and collections; Contributes to the Go\/No-Go process by identifying and communicating risks associated with proposals. Develops proposal by assembling information including project type, deliverables\/assumptions\/exclusions, implementation, methods, schedule, staffing, budget, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials. Leads estimating efforts by utilizing tools and templates along with collaboration with technical teams. Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases. Obtains approvals by reviewing proposal with key stakeholders. Prepares presentations by evaluating text, graphics, and binding; coordinates printing. Helps improves proposal-writing results by evaluating and re-designing processes, tools and templates based on client feedback. Facilitate subcontract elements of proposal Responsible for the integrity of Vision data for opportunities Collaborates with clients and their procurement teams Must have authorization to work permanently in the U.S. The ideal candidate will have: Bachelor\u2019s degree preferred. Minimum of 2 years of experience in Technical Writing or Engineering field required. Experience in electrical engineering design, construction, and\/or project management techniques and philosophies required. Strong analytical skills and ability to work in high-pressure situations while maintaining a positive, enthusiastic attitude. Demonstrates strong interpersonal skills with the ability to establish and maintain effective working relationships with staff, management, and external stakeholders. High level of initiative and demonstrated ability to manage multiple projects with clear expectations and timelines. Demonstrates excellent verbal\/written communications, time management, interpersonal and organizational skills Proven experience in Microsoft Software Applications (Word, Excel, Power Point, and Access) and additional software knowledge depending on specialty.
